Hyderabad Metro on Fast Track: Telangana Sends DPR to Centre for 86 km Phase 2(B) with Airport, Medchal, Shamirpet Links

The Telangana government, through Hyderabad Metro Rail Limited (HMRL), has formally submitted the Detailed Project Report (DPR) and all necessary documentation for Phase 2(B) of the Hyderabad Metro Rail project to the Union Ministry of Housing & Urban Affairs.

This follows Chief Minister A Revanth Reddy’s meeting on June 19 with Union Minister Manohar Lal Khattar in New Delhi, where he emphasized the urgency of the project .


Project Outline: 3 Corridors, 86.1 km, ₹19,579 Cr

Phase 2(B), already approved by the State Cabinet, comprises three new corridors totaling 86.1 km, with a projected outlay of ₹19,579 crore :

RGIA (Airport) → Bharat Future City (Skills University): 39.6 km | ₹7,168 Cr

Jubilee Bus Station (JBS) → Medchal: 24.5 km | ₹6,946 Cr

JBS → Shamirpet: 22 km | ₹5,465 Cr

This expansion mirrors Phase 2(A), which proposed 76.4 km across five corridors .


Financing: JV Model with Centre, State, IFIs & PPP

In line with the approved Joint‑Venture (JV) model, funding is planned as follows :

Why the Push? Ministerial Clout & Urban Mobility

During his Delhi visit, CM Revanth Reddy stressed the critical role of Metro Phase 2 in easing urban congestion, fostering sustainable mobility, and supporting Hyderabad’s rapid growth . He emphasized the cooperative spirit of the Telangana government in setting up the JV framework with central authorities .


Administrative Sanction & Next Steps

An administrative sanction order was issued on June 16, 2025, by the State’s Municipal Administration & Urban Development Department, empowering “Hyderabad Airport Metro Limited” to execute the Phase 2(B) corridors .

Next steps include central government appraisal under the MoHUA, lender negotiations, and PPP partner engagement. With Phase 2(A) DPR already submitted, these parallel applications position the project for simultaneous clearance and rollout .


Strategic Impact for Hyderabad

Connectivity: Links airport, proposed Future City (inclusive of new Skills University hub), suburban Medchal, and Shamirpet.

Urban Relief: Expected to reduce traffic pressure significantly by offering faster and cleaner commuting alternatives.

Sustainability & Growth: Aligns with smart‑city goals, balancing infrastructure with planned expansion and educational/industrial development.


Outlook: Waiting for Central Nod

The fate of Phase 2(B) now rests with central government approval, including funding release for the ₹3,524 Cr portion and sanction for IFI borrowing. The Gujarat‑style 50:50 JV mirrors earlier successful state‑centre collaborations .

If cleared this year, construction will likely begin in late 2025, with task forces mobilized for land acquisition, finance triggers, and contractor finalizations.
