Budget 2025: Major Announcements for Farmers and Agriculture Sector

New Delhi: In a significant boost to the agricultural sector, Finance Minister Nirmala Sitharaman announced six new schemes aimed at benefiting farmers across the country in the Union Budget 2025.

From increasing the Kisan Credit Card (KCC) limit to launching new missions for pulses and cotton production, the budget focused on enhancing financial support, research, and market access for farmers.

Pradhan Mantri Dhan-Dhanya Krishi Yojana

A key highlight of the budget is the launch of the Pradhan Mantri Dhan-Dhanya Krishi Yojana, designed to develop 100 agricultural districts where crop cultivation and loan accessibility are lower. The initiative will encourage crop diversification, provide better post-harvest facilities, and increase loan support to farmers. It is estimated that 1.7 crore farmers will benefit from this scheme.

Boost for Pulses Production

To reduce dependency on imports and ensure self-sufficiency in pulses, the government has introduced a six-year mission focused on increasing production of pulses like tur, urad, and masoor. Under this initiative, cooperative institutions such as NAFED and NCCF will procure pulses from farmers for the next four years, offering them additional financial support.

Makhana Board for Bihar Farmers

In a move to support Makhana (fox nut) farmers in Bihar, the government announced the formation of a Makhana Board. This will help organize farmers through Farmer Producer Organizations (FPOs) and ensure direct access to government schemes. Additionally, the board will integrate existing programs such as Bihar’s Makhana Vikas Yojana and various MSME and Food Processing Ministry schemes to enhance processing and marketing.

Kisan Credit Card (KCC) Limit Increased

The government has increased the Kisan Credit Card limit from ₹3 lakh to ₹5 lakh, benefiting farmers, fishermen, and dairy farmers. The validity of the card is five years, and farmers up to 75 years of age can avail it. By June 2023, 7.4 crore farmers already had KCCs, and this enhancement is expected to further improve financial access.

Research Ecosystem Mission

To drive innovation in agriculture, the Research Ecosystem Mission has been introduced. The focus will be on developing high-yielding, pest-resistant, and climate-tolerant seeds. Over 100 new seed varieties are expected to be commercially released in 2024, helping farmers adapt to changing climatic conditions and improve productivity.

5-Year Plan for Cotton Production

A five-year mission has been launched to increase cotton productivity, with an emphasis on extra-long staple cotton varieties. This initiative aims to strengthen the Indian textile industry while also enhancing support for grain, fruit, and vegetable producers by improving supply chains and processing infrastructure.

Other Key Announcements

  • A new 12.7 lakh tonne urea plant will be set up in Namrup, Assam, ensuring greater fertilizer availability for farmers.
  • India, the world’s second-largest fish producer, aims to export ₹60,000 crore worth of seafood, with a focus on boosting fisheries in Andaman-Nicobar and Lakshadweep.

These measures reaffirm the government’s commitment to improving the agricultural sector by providing financial support, modernizing farming techniques, and enhancing market access for farmers. The new initiatives are expected to bring long-term benefits to the rural economy and strengthen India’s position in global agricultural markets.
